SEPI was chosen by NCDOT Rail Division to design and complete environmental documentation in compliance with the National Environmental Policy Act (NEPA) for a proposed grade separation. SEPI prepared an Environmental Assessment (EA)/Finding of No Significant Impact (FONSI) in compliance with Federal Railroad Administration (FRA)/Federal Highway Administration (FHWA) regulations, which included a Natural Resource Technical Report (NRTR), wetland and stream delineation, threatened and endangered species surveys, noise and air quality analysis, farmland assessment, review of hazardous materials, and public involvement. Public outreach to the local community was accomplished through the use of multi-media sources, newsletters, a Citizens Informational Workshop (CIW), small group meetings and public hearings. SEPI created solutions to overcome challenges associated with high vehicular and train traffic volumes, project location within two municipalities, and meeting a tight schedule for construction. SEPI managed a subconsultant for preparation of the Community Impact Assessment (CIA), Noise (Vibration) analysis and Indirect and Cumulative Impacts.
