Sycamore Creek Elementary School and Leesville Road, Raleigh, NC


The project involved the development of an elementary school with the capacity of 900 students. The site is located off of Leesville Road, a rapidly urbanizing area in Raleigh, NC. SEPI's involvement in the project includes; design of the site water and sewer; stormwater collection and management; traffic impact analysis; wetland, stream and Neuse River buffer delineation; off-site roadway improvements; signal design at the Leesville Road/Farless Road intersection; acquisition of the Neuse buffer authorization; and construction survey stakeout.

Existing Leesville Road was a heavily traveled two-lane roadway and is designated as a major thoroughfare. SEPI's traffic impact analysis included three site driveways and examined the effects of the development on six existing intersections.

SEPI designed the roadway improvements for 0.6 miles of Leesville Road and 0.5 miles in intersecting streets. The design included: widening Leesville from 2-lanes to 4-lanes; intersection improvements; drainage and erosion control design; traffic control and pavement marking design; signal design; utility coordination; and construction inspection.

SEPI's involvement with the site development included the stormwater collection and management system as well as on -site and off-site utility engineering. SEPI completed the site layout of the stormwater and utility needs of the site. An off-site sanitary sewer connection to the City of Raleigh Sanitary Sewer collection system was also engineered and designed to comply with the City of Raleigh specifications.

SEPI also conducted a wetland, stream and Neuse River Buffer delineation for the sewer project part of the project. SEPI used the US Army Corps of Engineers 1987 wetland delineation manual and delineated streams using the NC Division of Water Quality (NCDWQ) Identification Methods for the Origins of Intermittent and Perennial Streams. SEPI located the top of bank, or herbaceous rooted vegetation, and created a sketch map noting the location of the flagging. A confirmation visit with NCDWQ was held; the US Army Corps of Engineers approved the delineation from the 'desktop'. SEPI will complete s section 404/401 permit application (Nationwide Permit 12) for the project as well as Neuse River Buffer Authorization.

SEPI also provided construction stakeout services for the Leesville Road along the trustage of the school. The construction consists of over a mile of new infrastructure, pavement, curb and gutter, and the realignment of Leesville Road to accommodate the new school. SEPI was responsible for all construction staking, field crew scheduling, post processing of all field data, research, all mapping and electronic files, and control establishment.
